Just-In: NLC Loses General Secretary Emmanuel Ugboaja

The General Secretary of the Nigeria Labour Congress (NLC), Emmanuel Ugboaja, has died after a protracted illness.

Ugboaja, who became the fifth General Secretary of the NLC, reportedly died on Thursday, with details surrounding his death still sketchy as of the time of filing this report.

The development was disclosed to members of the Congress National Executive Council (NEC) currently holding a meeting in Enugu State.

NLC President, Joe Ajaero, reportedly read a letter from Ugboaja’s family informing the NEC members of his death.

Ugboaja was a veteran trade unionist and lawyer who was appointed General Secretary of the NLC in August 2019.

Born on May 15, 1966, he obtained a law degree from the University of Calabar in 1987 and spent about four years in private legal practice before joining the trade union movement in 1993.

The NLC’s historical biography described him as the first Nigerian lawyer to work full-time for a trade union.

He began his major union career with the National Union of Chemical, Footwear, Rubber, Leather and Non-Metallic Products Employees (NUCFRLANMPE), an affiliate of the NLC.

Ugboaja rose through the ranks and served as the union’s General Secretary between 2000 and 2005.

Civil Society and National Assignments

Beyond trade unionism, Ugboaja also played roles in civil society and national political reform initiatives.

Between 2006 and 2009, he served as Coordinator, Advocacy and Mobilisation, at the Alliance for Credible Elections, a civil society organisation involved in electoral matters.

He returned to the NLC Secretariat in 2009 and subsequently rose to become Principal Assistant General Secretary and Head of Industrial Relations and Organising.

Ugboaja also participated in two major constitutional reform processes.

In 2005, he was a delegate to the Political and Constitutional Reform Conference convened during the administration of former President Olusegun Obasanjo.

He later served as a delegate to the 2014 Constitution Review Conference under former President Goodluck Jonathan.

Emergence as NLC General Secretary

Ugboaja emerged as NLC General Secretary in 2019 following a competitive selection process to replace Peter Ozo-Eson, who had retired from the position.

His appointment was ratified by the NLC National Executive Council at its meeting in Kano on August 21, 2019, and took effect immediately.

He subsequently became the fifth General Secretary of the NLC since the labour centre was established in 1978.

As General Secretary, Ugboaja played a key role in the administrative, industrial and strategic affairs of the labour centre.

He was involved in coordinating NLC affiliates, industrial negotiations, engagement with government and employers, policy formulation and nationwide mobilisation of workers.

His industrial relations experience was particularly evident during major negotiations between organised labour and government.

Following his emergence as General Secretary, one of his early major assignments involved negotiations over the implementation of the N30,000 national minimum wage, with organised labour threatening industrial action before an agreement was eventually reached.

Ugboaja remained active in labour negotiations and mobilisation in subsequent years.

In April 2026, he signed an NLC directive directing workers in states that had yet to fully implement the 2024 National Minimum Wage Act to hold street rallies on May Day.

The directive underscored his continuing role in coordinating the Congress’s nationwide activities and translating its decisions into action.

Ugboaja’s death represents a loss to the Nigerian labour movement, where he had spent more than three decades combining legal expertise with trade union activism.

His career spanned private legal practice, trade union leadership, civil-society advocacy, constitutional reform and senior leadership within the NLC.
