Governor Fubara to re-present 2025 budget following assembly lockout
Rivers State Governor Siminalayi Fubara has once again informed the State House of Assembly of his intention to re-submit the 2025 Appropriation Bill for their review and approval.
In a letter dated 13 March 2025 and addressed to Speaker Martin Amaewhule, the governor stated that he plans to present the budget on Wednesday, 19 March 2025—or on another suitable day within March as the House may decide. He explained that this action is in strict accordance with the Supreme Court’s ruling and follows a request from the legislators for a re-presentation of the budget.
The governor recalled his unsuccessful attempt on 12 March 2025 to present the 2025 Rivers State Budget at the Assembly Quarters. Despite having provided a soft copy of the notice in advance, his entourage and he were denied entry when the Clerk refused to accept the hard copy, leaving them locked out at the gate.
Fubara further reminded the Speaker that prior to this incident, the House had issued a 48‑hour ultimatum to present the budget—even before a certified copy of the judgement and the accompanying orders had been received. He stressed that his actions were in compliance with both the Supreme Court’s directive and the request of the Assembly.
Emphasising the need for all branches of government to act within the confines of the Constitution and established laws, the governor argued that such adherence is crucial to resolving the ongoing stalemate and promoting progress for the state and its people. He asserted that, irrespective of political differences, the welfare of the state and its citizens must always come first.
Accordingly, Governor Fubara confirmed his intention to present the 2025 Budget to the House on Wednesday, 19 March 2025 at 11:00 a.m., or on another date in March that the Speaker deems appropriate. He concluded his letter by thanking the Assembly for considering his request and extending his highest regards.
