FIFA proposes one-minute rule for injured players to curb time-wasting
A proposal by FIFA could introduce a new rule requiring injured players who receive treatment during matches to remain off the pitch for at least one minute in a move aimed at reducing time-wasting and improving the flow of the game.
The measure, expected to be discussed at the Annual General Meeting of the International Football Association Board on Saturday, could become part of football’s global rulebook if approved.
Under the current Laws of the Game, there is no fixed period that injured players must remain off the field after treatment, although individual leagues are permitted to set their own guidelines.
The Premier League has operated a 30-second rule since the 2023/24 season, while FIFA previously tested a two-minute off-field requirement during the FIFA Arab Cup in December.
FIFA referees’ chief Pierluigi Collina said the trials were designed to discourage players from deliberately slowing down matches and to improve overall tempo.
Members of IFAB had earlier agreed in January on the need to introduce a fixed time requirement, but debates continued over the exact duration, with strong opposition to the initial two-minute proposal.
The proposed one-minute rule is now being considered as a compromise that balances fairness with the need to maintain the pace of matches.
A similar approach is already in place in the United States, where Major League Soccer requires players who remain on the ground for extended periods and receive treatment to leave the field temporarily before returning to play.
