FG launches End-of-Life Vehicle Recycling Regulation
The Federal Government on Wednesday launched the End-of-Life Vehicle Recycling Regulation, emphasizing the government’s commitment to sustainability, economic growth, and environmental responsibility.
The Minister of State for Industry, Senator John Owan Enoh, who delivered a keynote speech at the launch of the End-of-Life Vehicle (ELV) Recycling Regulation, said the regulation was long overdue.
He stated that, the regulation aims to streamline the recycling and disposal of old vehicles, reduce pollution, create jobs, and drive industrial innovation.
Stressing that with strategic policies and stakeholder collaboration, Nigeria is taking a major step toward a cleaner and more sustainable future.

Senator Owan-Enoh said in a post on his Facebook page, “On Wednesday, March 5, 2025, the National Automotive Design and Development Council (NADDC) launched the Approved End-of-Life Vehicle (ELV) Recycling and Regulation. This milestone initiative is set to transform Nigeria’s automotive sector by promoting environmental sustainability, economic growth, and industrial development.
“The ELV regulation is a game-changer, expected to create over 40,000 direct and indirect jobs by formalizing vehicle recycling, dismantling, and repurposing operations. It establishes a structured framework for a circular economy, fostering employment, technological innovation, and sustainable resource management. This regulation is not just about waste management; it is about protecting the economy, boosting employment, enhancing road safety, and preserving the environment.
“By setting clear recycling targets for manufacturers, the regulation ensures environmental compliance in vehicle disposal and proper recycling of electric vehicle batteries to mitigate environmental risks. This strategic move aligns with global best practices and reinforces Nigeria’s commitment to a greener and more sustainable industrial future.
“The launch of this regulation marks a significant step toward reducing environmental hazards, creating economic opportunities, and advancing the growth of Nigeria’s automotive sector. I commend the Director-General of NADDC, Joseph Osanipin and all stakeholders whose dedication and collaboration made this achievement possible. Their efforts underscore the importance of policy-driven action in shaping a resilient and forward-thinking industrial landscape.
